El Control del Agua en la Cuenca de los Ríos Atoyac y Zahuapan por el Estado Mexicano Posrevolucionario

Abstract

Al finalizar la revolución mexicana (1910-1921) se organiza el nuevo Estado posrevolucionario. Una de sus finalidades fue tecnificar la actividad agrícola en el país. Para ello se crea la tenencia de la tierra ejidal, donde los campesinos reciben dotaciones de tierra, para usufructuarlas; pero sus características legales impiden su venta, donación, renta, o herencia. Para realizar estas metas modernizadoras, el Estado establece la legislación necesaria para controlar el agua destinada al riego, a través de instituciones que construyen y organizan los distritos de riego. En el estado de Tlaxcala la conformación del distrito de riego Nº 56 Atoyac-Zahuapan permite alcanzar estos objetivos; pero el proceso requirió de pacificar la región y de convencer a los campesinos de aceptar la construcción del distrito, sobreponiéndolo a un sistema de irrigación anterior, de orígenes prehispánicos. El caso del suroeste de Tlaxcala es un ejemplo de las acciones políticas que justificaron la presencia y control del agua desde la escala federal (nacional), para extraerla de sus regiones de origen y destinarla a los fines de modernización e industrialización del país.

At the end of the Mexican Revolution (1910-1921), a new Post-revolutionary State was formed. One of its objectives was the pacification of the country, and also the control of peasantry through a new land tenure system called ejido. To acquire the modernization and industrialization of the country o, it was necessary for the government obtain the control of water for irrigation purposes through the creation of irrigation districts –mainly located in the North of the country-. The objective was conducting the water from its places of origin to the new huge dams for the generation of electric energy and the support of industry development. Furthermore, the political control of water for agricultural purposes also supported the governmental policies directed toward the technical development of agriculture. In the Tlaxcallan case, the irrigation of land for agricultural purposes was unnecessary, because Pre-Hispanic irrigation systems existed long time ago in the region. Moreover, peasants in the Southwest of Tlaxcala were fighting until the middle of the 1930’s and loosing the water was not a good idea to apply in the best agricultural region of the state. Convincement of peasantry was done through political actions, constantly supported by discourses which were related to the annual flooding problem, in lands which were used different by before the revolution.
