Abstract | Este trabajo analiza el papel del balance del Eurosistema como nueva herramienta operativa de política monetaria en la Eurozona. Este trabajo analiza el papel del balance del Eurosistema como nueva herramienta operativa de política monetaria en la Eurozona. Primero, se estiman reglas de Taylor forward looking para la Eurozona, entre 1999-2014 y 2014-2021, para comprobar en qué medida los tipos de interés nominales se pueden seguir sosteniendo como variable operativa de la política monetaria. Después, se aprovecha el marco analítico de las reglas de Taylor, en el mismo horizonte temporal, para modelizar la variación porcentual del balance del Eurosistema identificando los factores que explican la política monetaria no convencional desplegada en la Eurozona desde las dos últimas crisis hasta la pandemia de la Covid-19. Los resultados obtenidos apoyan la consideración del balance como la herramienta de política monetaria utilizada cuando los tipos de interés se encuentran en terreno negativo, pues en dicho contexto las variaciones del balance del Eurosistema pueden explicarse en función de las expectativas inflacionarias y la situación económica esperada. This paper analyzes the role of the Eurosystem balance sheet as a new operational tool for monetary policy in the Eurozone. First, forward looking Taylor rules are estimated for the Eurozone between 1999-2014 and 2014-2021 in order to check to what extent nominal interest rates can continue to be considered as an operational variable of monetary policy. Then, the analytical framework of the Taylor rules is used to model the percentage change in the Eurosystem balance sheet in the same time horizon, identifying the factors that explain the unconventional monetary policy developed in the Eurozone from the last two crisis episodes until the Covid-19 pandemic. The results obtained support the consideration of the balance sheet as the monetary policy tool used when interest rates are below zero, since in this context the variations in the Eurosystem balance sheet can be explained based on inflationary expectations and the expected economic situation. |
