Empresas e políticas: algumas reflexoes sobre as estratégias de desenvolvimento industrial

Abstract

Pretendemos apresentar urna visão estratégica sobre a evolução da indústria na região do Norte de Portugal, com base em diagnósticos realizados em trabalhos anteriores e tendo em conta alguns aspectos da evolução recente. A análise fundamenta-se em trabalhos precedentes realizados no quadro de actividades do CEDRES, nos quais se procurou estudar a dinâmica de inovação e a sua relação com o modelo empresarial. Num primeiro ponto, equacionamos as possibilidades de evoluçao do modelo empresarial, fazendo referência à relação entre integração funcional e integração territorial das empresas e outros agentes e com os modelos empresariais alternativos que derivam de diferentes combinações possíveis entre os dois tipos de integração. O segundo ponto é dedicado a equacionar o posicionamento da indústria regional face a uma 'frajectória tecnológica", entendida esta como um caminho viável para uma crescente acumulação de capacidade tecnológica e de reforço sustentado da capacidade inovadora.

In this paper we intend to present a perspective on the evolution of indusü•y in the Northern region of Portugal. We base our analysis on previous work and on aspects of recent evolution. The works we follow have been produced in the research center CEDRES where a major works topic of study has been the innovation process and its connection with the entrepreneurship model. In a first section, we analyse alternafives ways for the evolution of the entrepreneurship model taking into consideraú)n the relationship between functional and territorial integration of enterprises as well as other economic agents. We compare these possible ways with alternative entrepreneurship models from different combinations of vertical and territorial integration of enterprises and other economic agents. In a second section we study the relaüve position of industry in the region concerning a technological considering the latter as a viable way for an increasing accumulation of technological capacity and a self sustained reinforcement of innovation capacity.
