La voracidad del turismo y el derecho a la ciudad

Abstract

En el artículo se analizan las estrategias de singularización turística que se aplican en las ciudades que aspiran a posicionarse y consolidarse en la red mundial de destinos turísticos urbanos en un marco de dura competencia global. En contraste con otras aproximaciones que destacan que estas actuaciones sitúan a las ciudades en el cosmopolitismo y la modernidad, en el ensayo se subrayan las paradojas inherentes a dichas operaciones de singularización, así como las repercusiones políticas, sociales y urbanísticas de las mismas. La cuestión de fondo que subyace a este análisis, es si es posible conjugar el Derecho al Turismo que propugnan las instituciones y entidades públicas y privadas del sector sin vulnerar el Derecho a la Ciudad en una dinámica expansiva de la ciudad turística.

This study analyzes the tourism singularization strategies that are applied in the cities that aspire to position and consolidate themselves in the world network of tourist destinations in a framework of hard global competition. In contrast to other approaches that highlight that these actions place cities in cosmopolitanism and modernity, are underlined the paradoxes inherent in the above mentioned operations of singularization, as well as the political, social and urban development repercussions of the same ones. The substantive issue underlying this analysis is whether it is possible to combine the Right to Tourism advocated by the institutions and public and private entities of the sector without damaging the Right to the City in an expansive dynamic of the tourist city.
