Resumen Inglés......: The geopolitical structure of the interaction between State-nations in the technological world, which has predominated during the last century, is no longer able to face the main problems of the globalization. The current state of increasing world-wide integration in very diverse economic, techno-scientific, environmental and political aspects, is requiring the construction of an ethics of universal principles that rearranges and regulates the relationship between peoples and States.
