Abstract | El objetivo de este artículo es analizar el fenómeno de la corrupción en la contratación

cuando parte de los agentes pueden ... El objetivo de este artículo es analizar el fenómeno de la corrupción en la contratación pública. El artículo analiza primero como debe ser el diseño de los mecanismos de adjudicación, cuando parte de los agentes pueden coludir con alguna empresa y amañar la adjudicación. En segundo lugar determina cuales son los factores que influyen en que esta proporción de agentes "corruptos". En este nivel de corrupción influye el mecanismo de adjudicación. Cuanto mas discrecionalidad tenga el agente en la aplicación del mecanismo, mayor será el nivel de corrupción. Además de estudiar la relación entre el nivel de discrecionalidad del mecanismo y el nivel de corrupción, el artículo demuestra que el nivel de corrupción es independiente de como el agente y la empresa se reparten el excedente de la colusión. Este resultado es una aplicación de teorema de Coase en este contexto. Por último se estudia la evolución de la corrupción en el tiempo, para ello se desarrolla un modelo de generaciones solapadas, donde se observan multiplicidad de equilibrios y la posibilidad de un equilibrio cíclico. |
