Abstract | En la constante evolución y ampliación del concepto de patrimonio, la participación activa de cada individuo, especialmente de la comunidad y sus procesos, constituyen en la actualidad una componente asumida y fundamental ... En la constante evolución y ampliación del concepto de patrimonio, la participación activa de cada individuo, especialmente de la comunidad y sus procesos, constituyen en la actualidad una componente asumida y fundamental en la valoración del patrimonio. En el caso concreto de procesos impulsados y liderados por los propios colectivos, en contraste con aquellos desarrollados desde investigaciones institucionales y agentes expertos/as, los procesos del primer caso adquieren una relevancia especial en el conocimiento de la participación colectiva en la salvaguarda patrimonial. A pesar de su relevancia, y aunque existen estudios monográficos de algunos casos de estudio específicos, como es el caso de la barriada del Cabanyal en Valencia que se analizarán en la investigación, no se han realizado hasta ahora investigaciones que tengan como objetivo centrarse en ellos, e identificar estos particulares y distintivos procesos propios. ¿Cómo un colectivo identifica valores patrimoniales en su entorno y los RE-significa? ¿Qué procesos y acciones creativas tienen lugar en la RE-significación y RE-apropiación de un bien patrimonial? Esta investigación tiene como objetivo abordar los procesos de patrimonialización y de REsignificación emprendidos por colectivos sociales, en concreto, se centra en el patrimonio contemporáneo del que hay menos conciencia y más desconocimiento por parte de la ciudadanía, cuyas arquitecturas no están tan asumidas como parte del patrimonio cultural de nuestro territorio. Para ello, se abordan cuestiones como la dimensión social del patrimonio, que explora cómo la sociedad ha desarrollado una mayor conciencia y participación en este desde el siglo XVIII hasta nuestros días. En este contexto, se plantea la pregunta sobre cuál es el alcance de la participación ciudadana en los procesos de gestión del patrimonio y su contribución al desarrollo sostenible de las ciudades y, por ende, del patrimonio que albergan. Para tratar esta cuestión, se realiza un análisis comparativo de las disposiciones de la Ley de Patrimonio Histórico Español (1985) relacionadas con los derechos de la ciudadanía sobre el patrimonio y su aplicación práctica, con especial énfasis en el papel que desarrollan las asociaciones, los colectivos sociales y creativos en la protección y difusión de patrimonios olvidados o más vulnerables. Al hilo de la segunda pregunta se conecta los conceptos previos (dimensión social y participación ciudadana en el patrimonio) con el concepto de Ciudad Creativa siglo XX, concepto que pretende fomentar la cooperación ciudadana y la creatividad con el fin de añadirlos como un elemento clave para el desarrollo urbano sostenible, tanto a nivel interno como en su relación con otros territorios. Este concepto abarca desde diferentes formas de abordar el planeamiento urbano, la reindustrialización de los centros históricos, la difusión de actividades culturales o la gestión del patrimonio como recurso enriquecedor cultural y social, evitando limitarse a su explotación económica. En este sentido nos centraremos en una selección de casos dentro del ámbito territorial del litoral mediterráneo debido a su especificidad y vulnerabilidad ante los procesos de gentrificación y turistificación que tienden a propiciar la privatización o incluso la desaparición de estos bienes para el disfrute de la sociedad, poniendo sobre la mesa dos grandes ámbitos de estudio, la gestión y mantenimiento del patrimonio contemporáneo y urbano mediterráneo. En esta fase de la investigación se desarrolla una metodología de trabajo para llegar a dicha selección de casos de estudio, partiendo de la elaboración de una base de datos espacial a nivel europeo de casos específicos en torno a cómo la comunidad puede participar activamente en la RE-significación de su entorno y patrimonio, y de los cuales, serán seleccionadas las tres casuísticas para posteriormente analizarlos de manera más exhaustiva. Una vez realizado esa primera batida de casos a nivel europeo se justifican los criterios para la identificación de los tres casos de estudio, siendo finalmente: Caso de referencia histórico: el Cabanyal el barrio pesquero de Valencia / Caso disidencia RE-definida: La Escocesa y las Fábricas de Creació de Barcelona / Caso proceso RE’actual: Málaga y La Casa Invisible. Estos casos ejemplifican la influencia de la participación ciudadana en la preservación del patrimonio contemporáneo y la configuración de ciudades más sensibles a las necesidades y aspiraciones de sus habitantes. Como parte final de esta investigación se plantea la elaboración de un ATLAS de Patrimonio REsignificado junto con una propuesta de difusión de la propia investigación en los tres espacios patrimoniales de los objetos de estudio, con el fin de poner en valor la acción social y creativa para la identificación y RE-activación del patrimonio contemporáneo. In the constant evolution and expansion of the concept of heritage, the active participation of each individual, especially of the community and its processes, currently constitutes an assumed and fundamental component in the valuation of heritage. In the specific case of processes driven and led by the collectives themselves, in contrast to those developed from institutional research and expert agents, the processes of the first case acquire a special relevance in the knowledge of collective participation in the safeguarding of heritage. Despite their relevance, and although there are monographic studies of some specific case studies, such as the case of the Cabanyal neighbourhood in Valencia that will be analysed in the research, no research has been carried out so far that aims to focus on them, and to identify these particular and distinctive processes. How does a collective identify heritage values in its environment and RE-signify them? What processes and creative actions take place in the RE-signification and RE-appropriation of a heritage asset? This research aims to address the processes of heritage and RE-signification undertaken by social collectives, in particular, it focuses on contemporary heritage of which there is less awareness and more ignorance on the part of citizens, whose architectures are not so widely accepted as part of the cultural heritage of our territory. To this end, it addresses issues such as the social dimension of heritage, which explores how society has developed greater awareness and participation in it from the 18th century to the present day. In this context, the question arises as to the extent of citizen participation in heritage management processes and its contribution to the sustainable development of cities and, therefore, of the heritage that owns. To address this question, a comparative analysis is made of the provisions of the Spanish Historical Heritage Law (1985) related to citizens’ rights over heritage and their practical application, with special emphasis on the role played by associations, social and creative collectives in the protection and dissemination of forgotten or more vulnerable heritage. The second question connects the previous concepts (social dimension and citizen participation in heritage) with the concept of the 20th century Creative City, a concept that aims to promote citizen cooperation and creativity in order to add them as a key element for sustainable urban development, both internally and in its relationship with other territories. This concept encompasses different ways of approaching urban planning, the reindustrialisation of historic centres, the dissemination of cultural activities or the management of heritage as a cultural and socially enriching resource, avoiding limiting itself to its economic exploitation. In this sense, we will focus on a selection of cases within the territorial scope of the Mediterranean coast due to its specificity and vulnerability to the processes of gentrification and touristification that tend to favour the privatisation or even the disappearance of these assets for the enjoyment of society, putting on the table two major areas of study, the management and maintenance of contemporary and urban Mediterranean heritage. In this phase of the research, a working methodology is developed to arrive at this selection of case studies, starting with the elaboration of a spatial database at European level of specific cases on how the community can actively participate in the RE-signification of its environment and heritage, and from which the three cases will be selected for subsequent more exhaustive analysis. Once this first European case study has been carried out, the criteria for the identification of the three case studies are justified: Historical reference case: Cabanyal, the fishing district of Valencia / RE-defined dissidence case: La Escocesa and the Fábricas de Creació in Barcelona / RE’actual process case: Málaga and La Casa Invisible. These cases exemplify the influence of citizen participation in the preservation of contemporary heritage and the configuration of cities that are more sensitive to the needs and aspirations of their inhabitants. As a final part of this research, the elaboration of an ATLAS of RE-signified heritage is proposed, together with a proposal for an outreach of the research itself in the three heritage spaces of the objects of study, with the aim of highlighting the social and creative action for the identification and RE-activation of contemporary heritage. |
