Desde casi los inicios del proyecto de constitución europea, la equidad territorial y la Política Regional comunitaria han sido ejes principales en la Ordenación del Territorio europeo. Una de las características principales del territorio europeo es su diversidad y la cantidad de estados que alberga. Un mayor número de estados implica un mayor número de fronteras, y por tanto, de espacios que en muchos casos, han sido conflictivos a lo largo de la historia. Estas regiones fronterizas representan un 40% del territorio de la actual Unión Europea y acogen al 32% de su población. Con la creación de la Comunidad Económica Europea y su posterior evolución, las fronteras han experimentado un proceso de integración con el resto de territorio y una desvirtuación de su función inicial. Junto a este concepto se vincula directamente el concepto de región, como espacio con unos límites geográficos, capaz de separar un territorio, sociedades, economías y culturas. Éste presente trabajo realiza un análisis por la historia de la Política Regional comunitaria, centrándose en las políticas de cooperación transfronteriza como herramientas para la integración del territorio europeo en su conjunto y la difuminación de las fronteras a través de entidades como las eurorregiones o las eurociudades. A lo largo de esta investigación se realiza un análisis de los diferentes Programas Operativos de Cooperación entre España y Portugal (POCTEP), centrándonos en POCTEP 2007-2013, INTERREG 2014- 2020 y POCTEP 2021-2027. Cómo se ha indicado, la integración territorial europea ha sido uno de los objetivos claves de la hoy Unión Europea. En el marco de este trabajo se profundiza en las áreas de cooperación transnacionales, en la Estrategia Territorial Europea (ETE) y en las eurorregiones como herramientas para lograr la equidad territorial del conjunto de territorio europeo. Finalmente, se ha puesto el foco en las eurociudades, como entidades de segunda generación en materia de cooperación transfronteriza. Nos hemos centrado en la región del Bajo Guadiana y en la Eurociudad del Guadiana, la cual se constituyó en el año 2018. One of the main characteristics of the European territory is its diversity and the number of states it contains. These border regions represent 40% of the territory of today's European Union and are home to 32% of its population. With the creation of the European Economic Community and its subsequent evolution, borders have undergone a process of integration with the rest of the territory and a distortion of their initial function. This concept is directly linked to the concept of region, as a space with geographical limits, capable of separating a territory, societies, economies and cultures. This paper analyses the history of EU regional policy, focusing on cross-border cooperation policies as tools for the integration of the European territory as a whole and the blurring of borders through entities such as Euroregions or Eurocities. Throughout this research, an analysis of the different Operational Programmes for Cooperation between Spain and Portugal (POCTEP) is carried out, focusing on POCTEP 2007-2013, INTERREG 2014-2020 and POCTEP 2021-2027. As indicated above, European territorial integration has been one of the key objectives of today's European Union. Within the framework of this work, the areas of transnational cooperation, the European Territorial Strategy (ETS) and the Euroregions as tools for achieving territorial equity in the European territory as a whole are examined in depth. Finally, the focus is on Euro-cities, as second generation entities in the field of cross-border cooperation. We have focused on the Lower Guadiana region and the Eurocity of Guadiana, which was established in 2018. |
