Plan Director colegio mayor Hernando Colón: implantación de metodología y estructura documental en un plan director

Abstract

El presente TFG, está centrado principalmente en la redacción del Plan Director del colegio mayor Hernando Colón. Uno de los avatares más importantes que se encuentran durante la investigación sobre esta materia y al que hace frente en este estudio es la falta de estructura documental normalizada que existe en la actualidad sobre los planes directores. Para dar solución a este problema, se propone sistematizar el proceso de redacción de este tipo de documentos. La primera fase de esta sistematización consiste en dos ejercicios fundamentales: Por un lado, el estudio de las actuaciones realizadas sobre el edificio para el que se propone implantar una metodología de clasificación de actuaciones que ayude a conocer el estado actual del inmueble y que a su vez ofrezca datos económicos y temporales que se tomarán como guía a la hora de programar las actuaciones recogida en el plan director. Por otro lado, el análisis de los estudios realizados sobre el edificio será una fuente de información importantísima que además de nutrir al técnico redactor de conocimientos acerca del inmueble, le ofrecerá numerosas ideas sobre las necesidades a cubrir por el plan director. La segunda fase de este proceso de sistematización consiste en recabar información procedente de todos los integrantes en la estructura del edificio en estudio (usuarios, personal de servicio y responsables) para poder redactar un listado de necesidades coherente y fiel a la verdadera demanda del inmueble. El proceso de sistematización concluye con la propuesta de un plan de prioridades programado sobre una línea temporal detallada con ayuda de la tecnología más actual. Esta tecnología no solo resulta útil para la redacción teórica del documento, sino que también es una herramienta clave para la ejecución y control de este. Otro punto interesante del trabajo reside en la propuesta de inclusión de la metodología de dirección integral de proyectos de construcción en un documento director personificada en la figura del project manager, encargado de gestionar el plan director desde su redacción hasta llegar a restaurar el periodo de vida útil del edificio. Con todo esto, el presente trabajo de fin de grado aprovecha la redacción del plan director de un edificio concreto para la implantación teórica de un modelo de redacción sistematizada. Este proceso, aporta una herramienta que simplificará el trabajo de los técnicos redactores de cualquier plan director, por lo que puede resultar muy útil en los años venideros debido a la antigüedad del parque inmueble de nuestro país en la actualidad.

This TFG is mainly focused on the drafting of the Master Plan of the Hernando Colon residence hall. One of the most important vicissitudes encountered during research on this matter and which is addressed in this study is the lack of a standardized documentary structure that currently exists on master plans. To solve this problem, it is proposed to systematize the process of writing this type of document. The first phase of this systematization consists of two fundamental exercises: On the one hand, the study of the actions carried out on the building for which it is proposed to implement a methodology for classifying actions that helps to know the current state of the property and that in turn offers economic and temporal data that will be taken as a guide to when scheduling the actions included in the master plan. On the other hand, the analysis of the studies carried out on the building will be a very important source of information that, in addition to nurturing the technical writer of knowledge about the property, will offer numerous ideas about the needs to be covered by the master plan. The second phase of this systematization process consists of collecting information from all the members of the structure of the building under study (users, service personnel and managers) in order to draw up a list of needs that is coherent and faithful to the true demand of the property. The systematization process concludes with the proposal of a priority plan programmed on a detailed timeline with the help of the most current technology. This technology is not only useful for the theoretical writing of the document, but it is also a key tool for its execution and control. Another interesting point of the work resides in the proposal of inclusion of the methodology of integral management of construction projects in a director document personified in the figure of the project manager, in charge of managing the master plan from its drafting until reaching the restoration of the life period useful of the building.With all this, this final degree project takes advantage of the drafting of the master plan of a specific building for the theoretical implementation of a systematized drafting model. This process provides a tool that will simplify the work of the technical writers of any master plan, so it can be very useful in the coming years due to the age of the real estate in our country today.
