El sistema de información científica de Andalucía, una experiencia pionera en España

Abstract

Cada vez son más los recursos que se destinan a las políticas de I+D+i y por tanto crece la preocupación de los responsables públicos por conocer la influencia en la sociedad de la investigación científica y técnica, definiendo indicadores que midan su impacto desde diferentes perspectivas. El desarrollo de las TICs ha resultado fundamental para analizar y tratar el volumen de conocimiento científico que se genera en la actualidad, desarrollándose sistemas de información científica y técnica que, mas allá de ser una mera base de datos constituyan una verdadera herramienta de soporte a la gestión de la investigación y, más concretamente, a la toma de decisiones en materia de política científica y tecnológica. En el presente trabajo intentamos ofrecer una breve visión de la situación actual de este tipo de herramientas, casi siempre enmarcadas en proyectos de carácter gubernamental. Concretamente nos centraremos en la experiencia, situación actual y perspectivas de futuro del Sistema de Información Científica de Andalucía (SICA) una iniciativa pionera en España en la gestión curricular. Podríamos definir a SICA como un Sistema global de Información científica certificada en tiempo real. Un sistema de ámbito regional que agrupa la producción científica y que, a medida que ésta se genera, es introducida y validada en poco tiempo, facilitando un análisis fiable y evolutivo de las políticas científicas.

The resources and founding destined to the scientific policies and the interest for knowing the social influence of the sciences and technology are increasingly. The Government needs indicators that measure its impact from different perspectives.The development of technology has proved crucial to analyze and process the volume of scientific information that is generated at present. Governments developing systems for scientific and technical information that, beyond being a database, constitute a real tool that supports research management and decision taking in the field of science and technology policy. In the present work we tried to offer a brief vision of the present situation of this type of tools, framed almost always in projects of governmental character. Specifically we will be centered in the experience, present situation and perspective of future of the Scientific Infor- mation system of Andalusia (SICA) a pioneering initiative in Spain. We could define SICA as a global system of scientific information which is certified in real time. A regional system from researcher’s groups production and that, while it is generated, is introduced and validated in real time, facilitating a reliable and evolutionary analysis of the scientific policies.
