Visions and proposal towards an emerging urban planning. A journey through "the living city" 2006-2016

Abstract

Due to the various problems of contemporary cities, the Living city project comes up in Andalusia (2006-2008) as a tool to seek solutions and participation. This way, the project became the most used meditation and institution-citizenship communication channel of the urban area in our country for many years. The content, press articles, magazines and posts generated since the beginning until 2016 by more than 90 people from all over the world will represent the documentary source of this research. After sorting the platform content into regions or AREAS according to the topic, I have written some literary STORIES that go across all regions referring to its numerous multidisciplinary sources. The story about Area 1 (A1), Roundabout generation, the crisis of contemporary habitability or the memories of a generation shaped by the crisis and the globalization. Area 2 (A2), Flânerie is feminine, a pedestrian city with a gender perspective, and from the maternity experience. Area 3 (A3), Peripheries, the public intervention in European social housing neighbourhoods, mentioned in The living city. Area 4 (A4), Right to housing; housing alternatives, a review of the housing alternatives mentioned in The living city. The stories will begin focusing on the most analytic references and will finish with the most propositional ones. The identified, connected and relevant proposals will conclude in ITINERARIES supported by diagrams, which will help us identify new tools “towards an emerging urban planning”. At last, these new tools derived from TLC will be applied to praxis, in the area of Seville and through the Reaviva Plan, which received the Urban Planning Andalusian Award in 2016.

Ante las numerosas problemáticas de la ciudad contemporánea, el Proyecto La ciudad viva surge en Andalucía (años 2006-2008) como búsqueda de soluciones y herramientas de participación, logrando ser el canal de reflexión y comunicación institución-ciudadanía más utilizado en nuestro país y en el ámbito urbanístico durante años. Su contenido, artículos, revistas y post generados desde su nacimiento hasta 2016 por más de 90 corresponsales repartidos por el todo el mundo, son la fuente documental de esta investigación. Tras organizar todo el contenido de la plataforma en regiones o ZONAS según temática, elaboro una serie de RELATOS literarios que las recorren referenciando sus numerosas fuentes multidisciplinares. El relato a través de la Zona 1 (Z1), Generación rotonda, la crisis de la habitabilidad contemporánea o memorias de una generación marcada por la crisis y la globalización. Zona 2 (Z2), Flânerie es femenino, caminar por la ciudad con perspectiva de género y desde la experiencia de la maternidad. Zona 3 (Z3), Periferias, la intervención pública en los barrios europeos de vivienda social citados en La ciudad viva. Zona 4 (Z4), Derecho a techo, alternativas habitacionales; revisa las alternativas habitacionales citadas en La ciudad viva. Los relatos comienzan centrándose en referencias con carácter más analítico, y terminan en el ámbito propositivo. Las propuestas, identificadas, conectadas y relacionadas, concluyen en tres ITINERARIOS que, apoyados en una serie de diagramas, permiten identificar nuevos instrumentos “hacia un urbanismo emergente”. Finalmente se aplican estos nuevos instrumentos derivados de LCV a la praxis, en el territorio de Sevilla y mediante el Plan Reaviva, Premio Andalucía de urbanismo 2016.
