The local unit number one in Pino Montano. An urban project not built of Luis Recaséns

Abstract

In 1967 Luís Recaséns Méndez y Queipo de Llano presented the first plan for the Local Unit Number One, for the future neighborhood of Pino Montano placed to the north of Seville. It was a question of an offer for the first 500 housing that will to be built in this neighbourhood, one of the biggest and important areas of expansion of Seville developed along the 20th century. It was the first urban project of a clever long billiard cue of those who, throughout almost fifty years, it has been realized to plan and to arrange the urban growth of this zone of the city. Diverse theories, legal frameworks and social, economic, political and cultural contexts, determined a wide sample of ‘urban planning’ in this territory. To compile works little, or nothing, acquaintances, to analyze them and them to connect with others later and better studied, they are the aims of a research of that I agree on this one it forms a part. One tries to elaborate this way a detailed analysis of the important performances projected and realized in this territory, like a brief urban history of the interventions in the peripheries of many Spanish cities in this period. The genesis and evolution of the types and frames of urban development intervention in the periphery of the city, the social housing in Spain during a historical period, and the possibilities of intervention in these areas at present, shape the context about the study.

En el año 1967 Luís Recaséns Méndez y Queipo de Llano presenta el primer proyecto para la Unidad Vecinal Número Uno, para el futuro barrio de Pino Montano situado al norte de Sevilla. Se trataba de una propuesta para las primeras 500 viviendas que habían de construirse en ese área, una de las más grandes e importantes zonas de expansión de Sevilla desarrollada a lo largo del siglo XX. Fue el primer proyecto urbano de una larga lista de los que, a lo largo de casi cincuenta años, se han realizado para planificar y ordenar el crecimiento urbano de esa zona de la ciudad. Diversas teorías, marcos normativos y contextos sociales, económicos, políticos y culturales, han determinado un amplio muestrario de resultados de modelos de ciudad en ese territorio. Recopilar trabajos poco, o nada, conocidos, analizarlos y enlazarlos con otros posteriores y mejor estudiados, son los objetivos de una investigación de la que este episodio forma parte. Se pretende elaborar así un análisis detallado de las importantes actuaciones proyectadas y realizadas en ese territorio, a modo de una breve historia urbana de las intervenciones en las periferias de muchas ciudades españolas en ese periodo. La génesis y evolución de los tipos y marcos de intervención urbanística en la periferia de la ciudad, la vivienda social en España durante un periodo histórico, y las posibilidades de intervención en esas áreas en la actualidad, conforman el contexto alrededor del estudio.
