El debate sobre cómo luchar contra el cambio climático se ha estado librando desde la adopción del Protocolo de Kyoto, hasta la última reunión en Doha, Qatar. Máxime, cuando un reciente Informe del Banco Mundial, señala que los riesgos catastróficos para un planeta donde la temperatura media podría incrementarse hasta en cuatro grados centígrados.	es
