Los tecnócratas y la forja de redes tecnocráticas (o no) en las dictaduras ibéricas

Abstract

Este artículo examina la recepción de las teorías sobre el crecimiento y desarrollo en las dictaduras ibéricas y sus repercusiones políticas en cuanto fundamento de los proyectos reformistas de raigambre tecnocrática que pretendieron dotar de insólitas fuentes de legitimidad a los regímenes autoritarios con el fin de asegurar la preservación de sus principios substantivos. Bajo el liderazgo del portugués Marcello Caetano y del español Laureano López Rodó, la implementación de dichos proyectos fue abordada a través de la configuración de redes de amigos y colaboradores seleccionados en su condición de expertos. Estas redes congregaron a personas con sensibilidades políticas e ideológicas distintas y, pese a que contribuyeron a afianzar la posición de sus respectivos patrocinadores en el núcleo duro de poder, no compartían necesariamente sus planteamientos ideológicos y sus objetivos políticos. Esta aproximación se aborda conforme a una perspectiva comparada y transnacional, en la medida que el ejercicio comparado permitirá identificar las similitudes y diferencias entre los casos de España y Portugal, mientras que el enfoque transnacional ayudará a analizarlos en conjunto.

This article examines the reception of theories on growth and development in Iberian dictatorships and their political repercussions as the basis of reformist projects of a technocratic tradition that sought to provide unusual sources of legitimacy to authoritarian regimes in order to ensure the preservation of their substantive principles. Under the leadership of the Portuguese man Marcello Caetano and the Spanish man Laureano López Rodó, the implementation of these projects has been addressed through the lens of networks of friends and collaborators selected as experts. These networks brought together people of various political and ideological sensitivities and, although they have helped to strengthen the position of their respective sponsors in hard core power, they did not necessarily share ideological views and political purposes. This is addressed from a comparative and transnational perspective, to the extent that the comparative exercise allows us to identify the similarities and differences between the cases in Spain and Portugal, while the transnational focus helps us to analyze them altogether.
