dc.description.abstract | El Real Instituto y Observatorio de la Armada es un Centro de la Armada, ubicado en la ciudad de San
Fernando (Cádiz), con casi 270 años de existencia y una amplia tradición en Ciencias de la Tierra y del
Espacio. Sus comienzos estuvieron ligados a la determinación de la longitud terrestre en alta mar a partir de
medios astronómicos, de donde surge la necesidad de conocer y profundizar en la medida del tiempo. El grado
de especialización en esta disciplina llegó a tal punto en los años 70 del siglo pasado, que a principios de esa
década se crea la Sección de Hora, escindiéndose de la Sección de Astronomía del Observatorio, a la que
pertenecía como un Servicio. Desde el año 1976, el Laboratorio de la Sección de Hora mantiene el patrón de la
unidad básica de tiempo y la hora oficial española.
Como consecuencia de las exigencias, cada vez mayores, existentes en el ámbito de la metrología del tiempo y
la frecuencia, ante el compromiso de desarrollar nuevos relojes atómicos de tipo óptico, que representan el
estado de la técnica en la actualidad, de prestar apoyo como Proveedor de Servicios de Tiempo al Sistema
Global de Navegación por Satélites Galileo, y de atender las necesidades de tiempo y frecuencia precisos de la
sociedad actual, se proyectó un nuevo edificio técnico que fue inaugurado en el 2017.
El edificio cuenta, entre otras peculiaridades, con un sistema de climatización todo-aire con baterías de agua,
con una etapa de producción frío/calor y dos unidades climatizadoras, que dan servicio a través de los
conductos de impulsión a todos los laboratorios y salas con requisitos restrictivos de condiciones ambientales.
Desde su puesta en funcionamiento, la planta climatizadora ha mostrado muchas dificultades para mantener
las condiciones de los locales conforme a especificaciones. Particularmente la humedad relativa suele estar al
límite, o fuera de los rangos de tolerancia establecidos. Además, se observa mucha inercia en la respuesta a los
cambios de temperatura en algunos locales, sin que se logre alcanzar la temperatura de consigna en alguno de
ellos.
Ante todas estas dificultades, se presenta el problema de que el Observatorio no ha contado hasta la fecha con
personal dedicado expresamente al manejo y mantenimiento de esta instalación. Por otra parte, el personal
científico y técnico de la Sección de Hora ha recibido una formación muy elemental en relación con la
comprensión y manejo de la planta climatizadora, y la documentación técnica disponible relativa a la
instalación es escasa.
Con este trabajo se ha pretendido efectuar el análisis pormenorizado de la planta climatizadora, con objeto de
entender con el mayor detalle posible su funcionamiento, y permitir efectuar la mejor elección de los
parámetros de consigna que lleven a un funcionamiento eficiente. Estos parámetros de consigna han sido
asimismo estimados como parte del trabajo. | es |
dc.description.abstract | The Real Instituto y Observatorio de la Armada is a Center of the Spanish Navy, located in the city of San
Fernando (Cádiz), with almost 270 years of existence and a long tradition in Earth and Space Sciences. Its
beginnings were linked to the determination of the terrestrial longitude in the sea from astronomical means,
from which the need to know and deepen the measurement of time arises. The degree of specialization in this
discipline reached such a point in the 70s of the last century that at the beginning of that decade the Time
Section was created, splitting off from the Observatory's Astronomy Section, to which it belonged as a
Service. Since 1976, the Time Section Laboratory has maintained the standard of the basic unit of time, and
the Spanish official time.
As a consequence of the growing demands in the field of time and frequency metrology, given the
commitment to develop new optical-type atomic clocks, which represent nowadays the state of the art, to
support the Galileo GNSS as a Time Service Provider, and to meet the needs of precise time and frequency of
today's society, a new technical building was designed and inaugurated in 2017.
The building has, among other features, an integral air conditioning system with water batteries, with a
cold/heat production stage and two air conditioning units, which provide service through the supply ducts to all
the laboratories and rooms with restrictive requirements of environmental conditions.
Since its commissioning, the air conditioning plant has shown many difficulties in maintaining the conditions
of the premises according to the specifications. In particular, the relative humidity is often at the limit, or
outside the established tolerance ranges. In addition, a lot of inertia is observed in the response to temperature
changes in some rooms, without some of them reaching the setpoint temperature.
Given all these difficulties, the problem arises that the Observatory has not had personnel specifically
dedicated to the management and maintenance of this facility to date. On the other hand, the scientific and
technical personnel of the Time Section have received very elementary training in relation to knowledge and
management of the air conditioning plant, and the technical documentation available on the installation is
scarce.
With this work it has been tried to carry out a detailed analysis of the air conditioning plant, in order to
understand its operation with the greatest possible detail, and allow the best choice of setpoint parameters that
lead to efficient operation. These setpoint parameters have also been estimated as part of the work. | es |
