Instrumentos para la eliminación de la pobreza energética en viviendas sociales: bono social de servicios energéticos

Abstract

El planteamiento del trabajo en estudio, tiene como objetivo principal buscar medios y herramientas para conseguir la reducción de la pobreza energética en España: creación de un bono social de servicios que permita a los políticos tomar decisiones para ello. En este bono energético o “bono social de servicios” se incluyen los costes energéticos: electricidad y gas, los de telecomunicaciones (internet), así como el resto de suministros (agua y vertido).Lo primero que se plantea es la reducción de los costes de suministro mediante la optimización de la instalación y de los sistemas de contratación. Partimos de los datos facilitados del estudio previo sobre la demanda energética y las correspondientes medidas de mejora energética y sostenibilidad, en un edificio público de viviendas sociales en C/La María, en Sevilla. En este estudio se demuestra que es posible conseguir la autosuficiencia energética y la mejora del confort de una forma eficiente y rentable a corto plazo. A continuación, se estudia la reducción de costes modificando los sistemas de contratación y el estudio de las bonificaciones sociales ofrecidos por las distintas compañías en los distintos suministros. Con los datos obtenidos, se propone la creación de un “bono social de servicios ”en donde el coste total de los mismos se podría reducir del 80 al 90 % del pago actual. Finalmente, se propone que el bono social de servicios pueda tener el mismo tratamiento que el alquiler, con un sistema de subvención o bonificación del mismo en función de los parámetros familiares y de renta de los inquilinos.

The main objective of the approach of this work under study is to find means and tools to achieve the reduction of energy poverty in Spain. To this end, the creation of a social service voucher is proposed that allows politicians people to make decisions and / or subsidize it based on the tenant's social risk. This energy bonus or "social services bonus" includes, in addition to energy costs: electricity and gas, telecommunications (internet), and the rest of supplies (water and waste). The first thing that arises is the reduction of supply costs by optimizing the installation and contracting systems. Its application is being studied in a public social housing building in C/La Maria, in Seville. We start from the data provided from the previous study on energy demand and the corresponding energy improvement and sustainability measures. This study shows that it is possible to achieve energy self-sufficiency and improved comfort in an efficient and profitable way in the short term. Next, the reduction of costs is studied by modifying the contracting systems and the study of the social benefits offered by the different companies in the different supplies. With the data obtained, the creation of a "social service bonus" is proposed where the total cost of the services could be reduced between 80 and 90% of the current payment. Finally, it is proposed that the social service voucher can have the same treatment as the rent, with a subsidy or bonus system based on the family parameters and social risk of the tenants.
