El Tagarete como marca territorial: propuesta de estrategia urbana y patrimonial para recuperar su memoria

Abstract

El siguiente trabajo de investigación se enuncia con el título de El Tagarete como Marca Territorial, propuesta de estrategia urbana y patrimonial para recuperar su memoria. Bajo este nombre se pretende realizar un estudio contemporáneo de investigación acerca del antiguo cauce del arroyo Tagarete de Sevilla, teniendo como foco la rica huella morfológica, histórica y patrimonial que dejó en la ciudad. Este proceso de investigación exhaustivo tiene como principal objetivo el poder dilucidar la relevancia patrimonial que ha tenido este hito urbano, la que actualmente tiene y la que puede llegar a tener, con el objetivo de saber si será necesario desarrollar una protección patrimonial del arroyo y su contexto, y en caso favorable, el cómo podría hacerse. La tesis del estudio se propone como un recorrido interescalar de conocimiento que pasa de enunciar las teorías más influyentes del patrimonio urbano contemporáneo a proponer fases de actuación para la recuperación y patrimonialización del entorno del antiguo arroyo. Con este método se comprenden todas las áreas recogidas en las bases de la tutela del patrimonio(conocimiento, conservación, acceso, investigación, gestión y documentación).Dentro de la fase más teórica de la propuesta se tratará de dar una respuesta a una nueva figura de protección de elementos patrimoniales, que será la Marca territorial. La Marca territorial es reconocida patrimonialmente como una huella geográfica o geológica de un territorio que ha desaparecido pero que sigue mostrándose a los usuarios gracias a tramas urbanas, construcciones, tradiciones o manifestaciones culturales. Una vez abarcado el marco teórico y urbano de las marcas territoriales se realizará un estudio profundo del arroyo Tagarete, objeto de la propuesta y ejemplo de Marca territorial. En este tramo no sólo se hablará de la historia del arroyo, sino que se enunciarán los valores patrimoniales que sobreviven a la desaparición de su cauce: las grandes fábricas de la ciudad, el entorno monumental de su desembocadura en Puerta de Jerez, los barrios obreros del siglo XX, el congelado entorno natural del parque Miraflores, etc. Este entramado de patrimonio, historia, urbanismo y contemporaneidad genera nuevas visiones de la ciudad extramuros de Sevilla y de este arroyo, tan desconocido por muchos sevillanos, que serán recogidas en nuevas cartografías de la ciudad. El proceso de estudio culminará con la formulación si es necesario proteger este antiguo cauce y de cómo podrían ser unas bases de actuación para protegerlo, teniendo en cuenta también el marco jurídico actual. Dichas propuestas pretenderán acabar con el ostracismo general que ha perseguido al arroyo durante los últimos doscientos años, así como para mejorar considerablemente la comprensión urbana de su entorno como un todo. Esto generaría también una mejora sustancial de los espacios ligados a su antiguo recorrido, haciendo que el Tagarete pasara de ser un elemento olvidado de Sevilla a un eje cultural relevante. En definitiva, se buscará recuperar parte dela historia de la ciudad para mejorarla en la contemporaneidad, lo que sería un verdadero ejemplo de la fuerza del patrimonio y un regalo de todos, y para todos los sevillanos.

The following research work is enunciated with the title of Tagarete as Territorial mark, a proposal for an urban and heritage strategy to recover its memory. With this dissertation we try to perform a contemporary research study about the old bed of the Tagarete stream in Seville, focusing on the rich morphological, historical and heritage mark that it left in the city. The main objective of this exhaustive research process is to be able to elucidate the heritage relevance that this urban landmark has had, what it currently has, and what it may have. This process has the objective of knowing if it will be necessary to develop heritage protection of the stream and its context and if it is right, how it could be done. The thesis of the study is proposed as a multiscale journey of knowledge that goes from stating the most influential theories of contemporary urban heritage to proposing phases of action for the recovery and enhancement of the environment of the ancient stream. With this method, we could understand all the heritage research areas included (knowledge,conservation, access, research, management and documentation). In the most theoretical phase of the proposal, we try to research the new figure for the protection of heritage, which will be the Territorial mark. The Territorialmark is recognized as a geographical or geological footprint of a territory that has disappeared but that continues to be shown to users thanks to urban patterns, constructions, traditions or cultural manifestations. Once the theoretical and urban framework of territorial brands has been covered, we will do a study of the Tagarete stream, which is the object ofthe proposal and an example of a Territorial mark. In this section, we will discover the heritage values that survive in the stream, a part from the historyof that element: the large factories of the city, the monumental environment of its mouth in Puerta de Jerez, the working-class neighborhoods 20thcentury, the frozen natural environment of Miraflores Park, etc. This network of heritage, history, urbanism and contemporaneity generates newvisions of the city outside the walls of Seville and this stream, so unknownby many Sevillians, that they will be collected in new maps of the city. The study process will culminate with the formulation of whether it is necessary to protect this old stream and how it could be a model fo raction to protect it, also considering the current legal framework. These proposals will aim to end the general ostracism that has dogged the creekfor the last two hundred years, as well as to considerably improve the urban understanding of its surroundings. This would also generate a substantial improvement in the spaces linked to its old route, making the Tagarete go from being a forgotten element of Seville to a relevant cultural axis. In short, it will seek to recover part of the history of the city to improve it in contemporaneity, which would be a true example of the strength of heritage and a gift from all, and for all Sevillians.
