tanto ou mais que os ... Com a denominação de Capital Intelectual pretende-se reconhecer o conjunto de activos intangíveis de que dispõe uma organização. Os administradores das entidades públicas gerem activos intangíveis, tanto ou mais que os seus colegas das empresas privadas, o que justifica o seu crescente interesse nos progressos do Capital Intelectual. É, de qualquer modo, um tanto difícil aplicar ao sector público modelos desenhados para as empresas, tanto mais que os objectivos das administrações públicas diferem das empresas privadas, como a maximização do resultado ou a criação de valor para o accionista. Os recursos humanos, com os seus conhecimentos, habilidades e atitudes são fundamentais para que a entidade atinja os seus objectivos. A determinação do Capital Intelectual permite o estabelecimento de objectivos realistas assim como a pronta resolução dos problemas. Este trabalho é de duplo objectivo: analisar os distintos critérios propostos na literatura para diferenciar entre tipos de Capital Intelectual e propor um modelo de Capital Intelectual adaptado às características especiais do sector público. Apresentam-se também alguns indicadores de gestão do Capital Intelectual destinados ao sector público, agrupados em várias categorias. With the denomination of Intellectual Capital it is intended to recognize the set of intangible assets of that it makes use an organization. The administrators of the public entities manage intangible assets, as much or more than its colleagues of the private companies, what he justifies its increasing interest in the progress of the Intellectual Capital. It is, in any way, one in such a way difficult to apply to the public sector models drawn for the companies, in such a way more than the objectives of the public administrations differ from the private companies, as the maximization of the result or the creation of value for the shareholder. The human resources, with its knowledge, abilities and attitudes are basic so that the entity reaches its aims. The determination of the Intellectual Capital allows the establishment of realistic objectives as well as the ready resolution of the problems. This work is of double objective: to analyze the distinct criteria considered in literature to differentiate between types of Intellectual Capital and to consider a model of adapted Intellectual Capital to the special characteristics of the public sector. Some pointers of management of the Intellectual Capital are also presented destined to the public sector, grouped in some categories. |
