El artículo presenta una crítica a la Nueva Agenda Urbana. Como antecedentes se hace una reseña personal de las tres Conferencias de Naciones Unidas sobre asentamientos humanos, entre 1976 y 2016: de Hábitat I (Vancouver), Hábitat II (Estambul) a Hábitat III (Quito); también se explica el proceso de preparación de esta nueva agenda que se extendió de 2014 a 2016. La mirada crítica expresa la decepción frente a un documento lleno de ilusiones hacia el futuro y que, apelando al pensamiento mágico, no asume ni el presente ni el pasado. No se basa en la evaluación de los compromisos de Estambul ni de los nuevos problemas emergentes. Es una agenda abierta a todos los ámbitos posibles y para cualquier propósito. La crítica precisa dos aspectos en particular: temas que se perdieron entre los primeros textos del proceso preparatorio y el final de Quito; y los retrocesos que se dieron entre las Agendas de Vancouver, de Estambul y de Quito con relación al tema de suelo urbano. Concluye con una discusión acerca de la importancia del derecho a la ciudad y cómo quedó apenas esbozado en la Nueva Agenda Urbana. This article seeks to present a critique of the New Urban Agenda. It begins referring personal notes about the three United Nations Conferences on Human Settlements between 1976 and 2016: from Habitat I (Vancouver), Habitat ... This article seeks to present a critique of the New Urban Agenda. It begins referring personal notes about the three United Nations Conferences on Human Settlements between 1976 and 2016: from Habitat I (Vancouver), Habitat II (Istanbul) to Habitat III (Quito); and it explains how this new agenda was prepared between 2014 to 2016. The critical review expresses disappointment because of the wishful thinking based neither on the present nor the past; it does not assess the accomplishment of the Istanbul commitments or the new emerging problems; its sounds as appealing to the magical thought. It appears like an open agenda to any possible position and purpose. Criticism points out two different questions: issues that got lost among the many texts during the preparatory process before Quito; and the setbacks in relation to the urban land issue that occurred between the Vancouver, Istanbul and Quito Agendas. It concludes with a discussion about the importance of the right to the city, and how this was scarcely outlined in the New Urban Agenda. |
