La tradicional indiferencia que la Unión Europea ha mantenido frente a la organización territorial interna de sus Estados miembros ha experimentado una cierta evolución a lo largo del tiempo. Tanto la Constitución Europea como el Tratado de Lisboa incorporan una serie de novedades dotadas de un indudable, aunque limitado, potencial renovador. La interconexión entre las esferas comunitaria y nacional, de este modo, adquiere una mayor visibilidad en el derecho primario. Thus, the link between the European and national spheres has clearly gained visibility in Primary EU law. |
