El Portfolio Europeo de Lenguas: implementación en un centro prioritario de la Comunidad de Madrid

Abstract | El “Marco Común Europeo de Referencia para las Lenguas” y el “Portfolio Europeo de Lenguas” son dos instrumentos creados por el Consejo de Europa, claves para el desarrollo de la política lingüística común de la Unión ... El “Marco Común Europeo de Referencia para las Lenguas” y el “Portfolio Europeo de Lenguas” son dos instrumentos creados por el Consejo de Europa, claves para el desarrollo de la política lingüística común de la Unión Europea. Ambos han sido desarrollados para su uso en la comunidad educativa, aunque el primero es un recurso útil para la actividad docente y el segundo es una herramienta a disposición del aprendiz. En este artículo se dan a conocer los resultados de una actuación experimental que intenta evaluar la implantación inicial del segundo de estos instrumentos, el “Portfolio (PEL)”, llevada a cabo en un centro público de educación secundaria, definido por las autoridades educativas como prioritario, de la Comunidad de Madrid durante los meses de septiembre a diciembre del curso escolar 2009-2010. Mediante esta actuación se intenta averiguar si la implantación del “PEL” en un centro de estas características es positiva así como las dificultades que se presentan. También nos preguntamos si este instrumento está adaptado para su uso en los primeros niveles de educación secundaria y cuál es la reacción de los estudiantes para poder discernir si es aconsejable su uso como herramienta de evaluación en estos niveles. Por último, analizaremos el apoyo institucional para su implementación. The Common European Framework of Reference for Languages and the European Language Portfolio are two tools developed by the Council of Europe, key to the development of the common linguistic policy in the European Union. Both have been developed for use in the educational community, although the former is a resource useful to the teacher, and the latter is a tool to be used by the student. This paper discloses the results of an experimental action attempting to evaluate the initial implementation of the second of these instruments, the Portfolio (ELP), carried out in a public secondary education school considered by the educational authorities as a priority centre and located in the Community of Madrid, during the months from September to December of the school year 2009-2010. Through this action, we attempt to find out if the implementation of the ELP has a positive effect in a school with these characteristics as well as to try to focus on the difficulties that may arise and the degree of adequacy of the instrument for use in these early stages of secondary education. We will also assess students’ reaction to the tool intending to discern whether it is advisable or not to use it as an evaluation instrument at these levels. Finally, we will try to analyse institutional support for its implementation. |
