Este trabajo ofrece una aproximación descriptiva al fenómeno de la corrupción. Por un lado, se presentan distintas definiciones de la corrupción y se explora la problemática de su medición. Por otro lado, se analiza este fenómeno para el caso de México. Para ello, se realiza una descripción y recopilación de datos de distintos indicadores de corrupción y de calidad institucional disponibles para este país. Posteriormente, se hace uso de los datos recopilados para analizar la evolución del problema de corrupción en México durante el periodo comprendido entre 1993 y 2018. Además, se complementa el análisis descriptivo con distintos análisis de correlación y análisis clúster. Con fines comparativos, en los análisis realizados, además de los datos de México, se incluyen también datos de otros 17 países de América Latina. Tras el análisis de la evolución de los distintos indicadores de corrupción y de calidad institucional, se concluye que tanto en México como en América Latina existe un grave problema de corrupción que tiende al alza. Por otra parte, los datos recopilados para el caso mexicano no muestran que la corrupción impida el crecimiento económico. Sin embargo, partiendo del amplio marco teórico disponible en la materia, existen diversos elementos que podrían sugerir que el problema de corrupción podría tener efectos negativos en el desempeño económico en el largo plazo. On the other hand, this phenomenon is ... This paper presents a descriptive approach to the phenomenon of corruption. On one hand, different definitions of corruption are presented. The problem of its measurement is explored. On the other hand, this phenomenon is analyzed for the case of Mexico. For that purpose, a description and data compilation of different indicators of corruption and institutional quality available for this country are presented. Subsequently, the data collected is used to analyze the evolution of corruption in Mexico from 1993 through 2018. In addition, the descriptive analysis is complemented by different correlation and cluster analyses. For comparative purposes, the analyses, in addition to the data for Mexico, also include data from 17 Latin American countries. After analyzing the evolution of the different indicators of corruption and institutional quality, it is concluded that both in Mexico and in Latin America there is a serious problem of corruption that is trending upwards. On the other hand, the data collected for the Mexican case does not show that corruption prevents economic growth. However, based on the broad theoretical framework available on the subject, there are various elements that could suggest that the problem of corruption could have negative effects on economic performance in the long term. |
