Esta tesis se desarrolla con el objetivo de programar un modelo de elaboración propia que permita obtener planes de expansión de sistemas eléctricos con múltiples tecnologías de generación, con el fin de dar respuestas a altos costos de generación en sistemas eléctricos insulares compuesto por alta penetración de combustibles fósiles; crecimientos acelerados en la demanda; sistemas de transmisión escasamente mallado, altos factores de producción renovable variable y cambios aleatorios en los patrones de lluvia que afectan la producción hidroeléctrica. Respondiendo a las interrogantes anteriormente planteadas fue creado el Modelo de Planificación de Largo Plazo (MPLP), como referencia fueron tomado en cuenta modelos de expansión como el ExpandDO, el MGI, el GOL, entre otros. El MPLP posee grandes virtudes a la hora de aplicarlo en estudios de expansión de la generación y la transmisión eléctrica. Dentro de las principales ventajas podemos mencionar: la inclusión de cualquier tecnología de generación (térmicas, hidroeléctricas, renovables variables, almacenamiento, etc.), consideración de la red de transporte, introducción de información de manera dinámica, estudios de variables exógenas al modelo como emisiones medioambientales, inclusión de políticas de planificación como restricciones, consideraciones de demanda cronológicas, amigable con el usuario y facilidad de adaptación en cualquier sistema eléctrico. Los principales resultados extraídos del MPLP son: cronograma de instalación de nuevas centrales, capacidad de potencia a instalar, fecha de instalación, ubicación de los proyectos, energía a producir por cada proyecto, costos de producción, factores de utilización, emisiones, costos marginales del sistema, nivel de reserva del sistema, flujos por cada línea de transmisión, balance matriz eléctrica cada año, nivel de desabastecimiento, consumo de combustible de las centrales, caudales turbinados, nivel de los embalses, números de arranque y parada, costos nivelados por tecnología, entre otros. En conformidad a informaciones de los principales organismos ligado al sector eléctrica de la República Dominicana y datos internaciones, se realizó un caso de estudio usando el MPLP, para determinar la estrategia optima de expansión de la generación y la transmisión del SENI, usando como información base los años 2018 y 2019, y proyectando el periodo 2020-2025. En este ejercicio fueron desarrollados tres escenarios de demanda y varios escenarios de generación, proyección de combustibles y análisis de los recursos renovables disponibles. El denominado caso de estudio “Planificación de la Generación Eléctrica República Dominicana 2018-2035”, arrojo como principales resultados lo siguiente: el plan óptimo de generación para la isla es 1,200 MW nuevos en centrales fotovoltaicas y 420MW en almacenamientos con batería al finalizar el 2021, 1,100 MW nuevos en centrales eólicas para el 2022, 800MW en centrales térmicas ciclo combinado fuel Flex para el 2023, 100MW mas eólicos al 2025, 400MW fotovoltaico al 2028 y por ultimo 350 MW centrales térmicas ciclo combinado fuel Flex para el 2035, para un total 4,430 MW en el periodo de estudio. Los resultados del plan de expansión implican grandes cambios en la matriz eléctrica lo también deberá implicar transformaciones en las políticas de operación y las regulaciones que imperan actualmente en el país para su correcta implementación. Por estas razones, también son dadas algunas recomendaciones de reformas del sector eléctrico en la Republica Dominicana, tales como: creación de los mecanismos que permitan la integración de almacenamiento de energía, la programación del despacho y la lista de mérito deberá pasar a ser realizada a partir de la curva de consumo específicos, los costos variables deberán incluir costos de arranque y paradas, las compensaciones por pago de potencia firme deberá pasar a un mercado de capacidad al igual que la creación de un mercado secundario de servicios auxiliares. This thesis is developed with the objective of programming a model of our own elaboration that allows obtaining expansion plans for electrical systems with multiple generation technologies, in order to respond to high generation costs in island electrical systems composed of high fuel penetration fossils; accelerated growth in demand; poorly meshed transmission systems, high variable renewable production factors, and random changes in rainfall patterns that control hydroelectric production. Responding to the questions previously raised, the Long-Term Planning Model (MPLP) was created, as a reference expansion models such as ExpandDO, MGI, GOL, among others, were taken into account. The MPLP has great virtues when it comes to applying it in studies of expansion of electricity generation and transmission. Among the main advantages we can mention: the inclusion of any generation technology (thermal, hydroelectric, variable renewable, storage, etc.), consideration of the transport network, introduction of information in a dynamic way, studies of exogenous variables to the model such as environmental emissions, inclusion of planning policies such as restrictions, chronological demand considerations, user-friendly and ease of adaptation in any electrical system. The main results obtained from the MPLP are: schedule for the installation of new plants, power capacity to be installed, date of installation, location of the projects, energy to be produced by each project, production costs, utilization factors, emissions, marginal costs of the system, reserve level of the system, flows for each transmission line, electrical matrix balance each year, level of shortages, fuel consumption of the power plants, turbine flows, level of reservoirs, start and stop numbers, costs leveled by technology , among others. In accordance with information from the main organizations linked to the electricity sector of the Dominican Republic and international data, a case study was carried out using the MPLP, to determine the optimal strategy for the expansion of generation and transmission of the SENI, using as base information the years 2018 and 2019, and projecting the period 2020-2025. In this exercise, three demand scenarios and several generation scenarios, projection of fuels and analysis of available renewable resources were developed. The so-called case study “Planning of Electricity Generation Dominican Republic 2018-2035”, yielded the following as the main results: the optimal generation plan for the island is 1,200 MW new in photovoltaic plants and 420MW in storage with battery at the end of 2021 , 1,100 MW new in wind power plants by 2022, 800MW in fuel Flex combined cycle power plants by 2023, 100MW more wind power plants by 2025, 400MW photovoltaic power plants by 2028 and finally 350 MW fuel Flex combined cycle power plants by 2035, for a total 4,430 MW in the study period.
