Abstract | La autoconstrucción de viviendas en Marinaleda (Andalucía, España) es un caso

con las que comparte parámetros de autogestión, ayuda mutua ... La autoconstrucción de viviendas en Marinaleda (Andalucía, España) es un caso pionero y muy próximo a otras experiencias de Producción Social del Hábitat (PSH), con las que comparte parámetros de autogestión, ayuda mutua y propiedad colectiva. El objetivo de este artículo es analizar el fenómeno en su contexto, que incluye otras políticas del Ayuntamiento, el papel del gobierno regional (Junta de Andalucía), el contexto sociodemográfico de la población y su mercado laboral, y el contexto político de un pueblo que ha destacado por mantener un proceso sostenido de lucha social y por sus formas de democracia participativa y auto-organización asamblearia. Desde el punto de vista empírico nos basamos en un largo trabajo de observación participante, gracias a la labor de una de las autoras como Arquitecta Municipal de Marinaleda, y en el análisis documental. Usando el marco teórico institucionalista sobre los bienes comunes de Ostrom, aplicamos los principios de diseño institucional de la autora al caso de Marinaleda. Concluimos que estos principios rigen de forma muy similar y ayudan a comprender el éxito de la autoconstrucción en Marinaleda, lo que invita a extender el ámbito de aplicación de la teoría a distintos tipos de bienes más allá de los recursos naturales. The self-build housing schemes in Marinaleda (Andalusia, Spain) are a pioneering experience very much akin to other social production of habitat initiatives, with which they share aspects relating to selfmanagement, mutual aid and collective ownership. The aim of this paper is to analyse the phenomenon in its context, which includes the role played by the regional government of Andalusia, other policies implemented by the local council of Marinaleda, and the village’s sociodemographic profile and labour market. Similarly, it also examines the political background of a village that has stood out for its efforts to maintain a sustainable process of social struggle and for its participatory democratic and assemblyrelated, self-organisation practices. From an empirical perspective, this study is based on a long process of participant observation by one of the co-authors in her position as the municipal architect of Marinaleda, and on documentary analysis. Employing the institutionalist theoretical framework of Ostrom’s concept of self-governance in common-pool resource situations, her design principles for common-pool resource institutions were applied to the case of Marinaleda. In light of the study findings, it can be claimed that these principles prevail in a very similar way and help to understand the success of the self-build housing schemes in Marinaleda. Accordingly, it would be interesting to extend the application of the theory to different types of assets, beyond natural resources. |
