This essay deals with the economic policy implemented in México during the Maximiliano Empire, his financial and fiscal basis and the economic thought of the Austrian Emperor through his taxes proyects. This analysis focus on the tariff policy during the the Empire (1861-1867), because we have nominal data for this time in the custom statistics collected by the writer Manuel Payno in his studies. Additionally, we pretend to examine the changes and continuities in custom policy through the custom decrees and laws of these period. We want to answer one essential question: had the liberal resolutions about custum tariffs respected or changed during this time?
