With the primary aim of coordinating national Social Security systems in the Ibero-American Agreement context, the agreement Multilateral Iberoamerican Social Security (CMISS) has been approved, in order to facilitate the free movement of people in this area and, at the same time, safeguard the Social Security rights, so that they are not disadvantaged by the fact of credited contribution periods, insurance or employment on two or more Social Security systems. But the coordination of different laws usually requires specialized entities that allow solving administrative matters arising in the implementation of the Agreement. Hence the CMISS (articles 23 and 24) provides for the creation of a "Technical Administrative Committee” which is entrusted a number of essential roles so that the pursued objectives may develop in daily practice, without being hindered by the differences in the national Administrations.
