El barrio de Sâo Victor de Álvaro Siza: entre la teoría y la práctica de las operaciones SAAL

Abstract

Con la caída del Régimen militar en 1974, Portugal inicia el camino hacia la democracia e inaugura nuevos condicionantes socio-políticos que permiten mirar a la realidad existente de una forma distinta. Las Operaciones SAAL, vigentes entre 1974 y 1976, fueron un programa promovido por el Gobierno Provisional, que intentó encarar los graves problemas habitacionales que acuciaban al país desde el práctico inicio de su revolución industrial. La novedad de este programa reside en su entendimiento del hábitat como una realidad construida socialmente, lo que lo llevará a preocuparse no solo por la definición del espacio, sino por los factores de producción del mismo. De esta forma, se incorporan nuevas herramientas a un proyecto de arquitectura interesado por dimensiones más allá de las físicas y que entenderá al habitante no como un objeto receptor de vivienda, sino como un elemento fundamental para su definición. El artículo caracterizará este episodio a través de cuatro ejes. Primero, la contextualización de estas Operaciones dentro de un panorama internacional más amplio. Segundo, la gestación teórica, diez años antes, de las futuras realizaciones. En tercer lugar, la definición de la realidad territorial de Oporto, ciudad objeto de estudio. Finalmente, se ilustrará el caso del barrio de São Victor, proyectado por Álvaro Siza dentro de este programa, como una contribución al campo de la intervención sobre la ciudad construida.

With the fall of the military regime in 1974, Portugal began on the road towards democracy and inaugurated new socio-political conditioners that allowed the existing reality to be looked at in a different way. The SAAL Operations, effective between 1974 and 1976, were a programme promoted by the Provisional Government, which attempted to face the serious housing problems that had beset the country from practically the beginning of their industrial revolution. The novelty of this programme lays in its understanding of the habitat as a socially constructed reality, which would lead it to be concerned not only about the definition of the space, but also about the factors that produce it. Thus, new tools were incorporated into an architectural project interested in dimensions beyond the physical, and which would come to understand the inhabitant not as a receiving object of a house, but as a fundamental element for its definition. The article will characterize this episode through four foci. Firstly, the contextualization of these Operations within a wider international panorama. Secondly, the theoretical gestation, ten years before, of the future accomplishments. Thirdly, the definition of the territorial reality of the studied city, Oporto. Finally, the case of the district of São Victor, planned by Alvaro Siza within this programme, will be illustrated as a contribution to the field of intervention on the built city.
