Los convenios de inversión con las Comunidades Autónomas. Factores determinantes de su distribución.

Abstract

En el ámbito de la financiación autonómica existe una tipología de transferencias, los convenios de inversión y los contratos programas, que a diferencia del Fondo de Compensación Interterritorial y el Fondo FEDER no tiene un objetivo explícito de convergencia interterritorial y que se caracterizan por su total discrecionalidad en cuanto a su dotación y distribución interterritorial. Dada esta discrecionalidad nos proponemos determinar si han existido factores políticos que han explicado el reparto de estas transferencias tal como podría deducirse de la teoría de la Elección Pública, en particular de la teoría de la Pork Barrel Politics. Además, pretendemos valorar si se produce progresividad en su reparto, en el sentido en que favorecen más que proporcionalmente a las CC.AA. más pobres y si se produce un efecto de sustitución o de complementariedad de estas transferencias respecto al FCI y al FEDER. Para el análisis utilizamos datos de panel para el período 1986-2001y los resultados muestran, en primer lugar, la existencia de variables políticas explicativas de la distribución, como el hecho de que se ha beneficiado claramente a CC.AA. gobernadas por partidos nacionalistas/regionalistas que se han erigido en partidos “bisagras” para la constitución de un gobierno central con mayoría parlamentaria o el hecho de que el gobierno central del PP ha beneficiado a las CC.AA. gobernadas por el mismo partido. Segundo, una clara regresividad en su reparto y, tercero, la no existencia de sustitución de los convenios y contratos programas con el FCI y FEDER, sino complementariedad.

In the field of regional financing in Spain there is a type of transfers, convenios de inversion y contratos-programas, which unlike the Inter-territorial Compensation Fund and the Fund ERDF has no explicit objective of convergence between territories and are characterized by their absolute discretion in terms of interterritorial endowment and distribution. Given this discretion we propose to determine the political factors which explain the distribution of these transfers as might be inferred from the Public Choice theory, particularly the theory of Pork Barrel Politics. In addition, we intend to assess whether there is progressiveness in its distribution and if there is an effect of substitution or complementarity between these transfers and the FCI and ERDF. For the analysis we use panel data for the period 1986-2001 and the results show, first, the existence of political variables explaining the distribution, such as the fact that clearly benefit to Autonomous Communities governed by nationalist/regionalist parties which have emerged as "hinge" parties for the establishment of a central government with a parliamentary majority, or the fact that the central government of the PP has benefited Autonomous Communities governed by the same party. Second, a clear regressiveness in their distribution and, third, the absence of effect of substitution, but complementarity.
