Pruebas de habilitación: reflexiones y sugerencias

Abstract

A la vista de la normativa que regula el sistema de habilitación del profesorado universitario (LOU, 2001), el autor hace una serie de consideraciones sobre aspectos concretos de la misma, en relación con las secuelas que a su modo de ver ha dejado el procedimiento seguido habitualmente por las Comisiones encargadas de valorar los méritos académicos de los aspirantes a plazas de pro- fesorado conforme a la normativa de la antigua LRU (1983). Sintetiza en dos dichas secuelas, cuyo origen atribuye a la fijación de las actividades de investigación como mérito prioritario de los con- cursantes. La primera se refiere a la perpetuación del publish or perish anglosajón, con dos impor- tantes repercusiones a su vez, la inflación de la producción científica y la sobrevaloración del factor de impacto de las revistas con la consiguiente marginación de otro tipo de publicaciones igualmente válidas. La segunda, a la infravaloración y falta de reconocimiento de la labor docente, con una notoria depreciación de la misma y una preocupante desmotivación del profesorado. Abogando por un trato igualitario a las actividades docente e investigadora dentro del curriculum, como parece desprenderse de la normativa LOU sobre las pruebas de habilitación, y con ánimo de contribuir a una valoración objetiva de las primeras, el autor expone una serie de sugerencias a tener en cuenta a la hora de juzgar los méritos docentes de los concursantes

The putting into effect of the new tenure (“habilitación”) system as proposed in the law regu- lating the Spanish University (LOU, 2001), has served to the author to reflect on some aspects of its application that, in his opinion, should be avoided in relation with those practised in the old law (LRU, 1983) in what concerning to the candidate’s curriculum evaluation. In the author’s opinion, the evaluation procedures putting in practice by the old committees responsible of judging the academic worthiness of the candidates, overvalues the research activities as the main merit for the provision of the tenure’s. This decision results in the perpetuation of the “publish or perish” system, with two important consequences. In first place, an inflation of the scien- tific production overvaluing the “publication impact system” in international publications and under- estimating other publications which might be very important as well. In the second place it results in the undervaluation and lack of recognition of the candidate teaching activities, which together with its obvious depreciation results in a professorship deeply preoccupied and scarcely motivated. The author advocates for an equalitarian treatment of both the research and the teaching activities within the curriculum, as one can understand from the recommendations in the new law (LOU) in relation to the tenure system (“habilitación”). Looking up to contribute to a more objective evaluation of the teaching merits of the candidates, the author makes several suggestions that should be taken into consideration by the examining committees designed for judging future tenure candidates
